Well first of all,I plan to grow 2 plants for now.
I think you should know I live in a very hot place, an average temp of 90F during the day in summer months, and 68 during the night, so if you have an idea for cheap cooling solutions, i'd be happy to hear about it.
BTW, humidity is very low around here.

Specifications

Dimensions: only limit is 50cm(1.64 feet) wide, everything else is flexible.

Ventilation: Fantech FR100(108cfm), and some carbon filter

Cooling: During light hours(outside) I plan to attach a cooler filled with ice I'll replace once a day, and suck the air from it with a simple fan, of course it would be small enough to keep the negative air pressure inside.
This cooler would also function as the entrance hole, will it do?

Light: 62w cool+62w warm fluorescent for veg period, and a 250w HPS for flowering.
Would a 150w HPS would have a similar effect for only 2 plants?
Electricity is fairly cheap here, but it would be nice to save some more, if possible.

Wall Reflection: Black/White sheet I found in a hydro shop.

Irrigation: Aquarium air pump, an 'Air-Stone'(Is that the right term in english?) and a water pump with a timer of course.

I'll probably ask about the drainage issue later, right now i wanna cover the basics.

So tell me what do you think should be changed, or added.

Thanks!
