Need a Doctor's Diagnosis. In trouble again....

I had some seriously stunted seedlings a few weeks ago which were growing in seed raising mixture. They had stopped growing and were getting pale. I hit them a couple of times with some seaweed fertilizer that's high in Nitrogen and they started growing again. I've repotted and they've stalled again.

The growth has slowed, leaves are drooping, there's a bit of clawing and now they are starting to yellow again. The new leaves don't seem to be flattening out.

I don't think I've overwatering. I test water ppm at 100. Water pH should go okay too.

I need some diagnosis. What's going on? I want to ask before I hit them with fertilizer again. I thought they'd have enough nutrients from repotting into normal potting mix (actually used 2 different types of soil).

The images:

This one took off for a while but has slowed. Top leaves drooping slightly and new leavesa not flattening out.

This one grew a bit then slowed. Leaves really drooping and now starting to get pale. Showing clawing on the larger leaves.

The sativa is growing real slow and can easily see paleness starting to happen. It's an auto that has started to flower but growth is nothing.

It's tough to get the contrast on the leaves. I wish I was just freaking out but growth has stopped and they really look ragged and going pale in real life.

I tried to take a few more pics but it's hard to get the color/focus right.

Blotchy and clawing.

Hard to get the contrast but it's blotchy and going pale.

Here you can see the droop. It's not exactly reaching for light.

I'm sorry but what kind of soil did you say you were planting these in? Quite frankly doesn't look that good plus it looks like there is little to no perlite in that soil. Are you getting any sort of run off when you water? Roots like need to breath bro. My guess is this is why you are seeing them stunted so much.

This is an outdoor grow btw? Are you feeding them anything at this point? Good luck.

2 types of "premium" potting mix from the shop. Nothing fancy. No perlite.

I didn't test run off because I only replanted a week or 2 ago and didn't water that much.

It's half outdoor/half indoor. I just bring them in when I go to bed and put them under the light.

I fed them a couple of weeks ago. They were in seed raising mix and hadn't grown for weeks before that. They took off for a while then stalled again after I repotted.
