Because it's a stupid question... Lumens are a measurement of visible light and plants don't have eyes... you want to go on PAR ratings if you want to be pedantic.
For 1, NEVER go by 'equivalent watts' ALWAYS go by actual watts.
For 2, I would grab 4x 125 (actual watt) bulbs to get a decent amount of spread and be able to put more plants under them. But then for that price you could get a HPS system and a cool shade which would penetrate a LOT better (have a look at my grow in my sig if you want to see a small dimension HPS grow) Oh AND with 4x 125's you'll be shelling out the same on electricity pretty much as a 400w HPS so factor that into your grow.
There are too many variables to say, I've seen 1lb from a 400w HPS in a Screen of Green I've also seen 1lb from 3kw grows just flowering out mature plants as usual. You could get 1lb with 3x 250w (actual watt) CFL's at a push imho oh and on your first grow you definately wont get 1lb from that, and that's not bashing them or you, CFL's have their purpose and are brilliant but they lack the penetration needed to properly bulk up a lot of bud, I have managed 3 oz from 1 plant with 250w of CFL and that was my 3rd or 4th grow and I'm still dialling it in, but have since upgraded to a 250w HPS...
If you want to yield that much with those CFL's I'd say you would have to do a ScrOG and properly think about placement for maximum spread, and I mean research like hell! You want them as close as possible (within 2-3 inches) to the plant tops with adequate ventilation. Your veg time would have to be a good 8-12 weeks top them several times and train the shit out of them, and if your lucky, you might reach your goal! Not saying your a shit grower or anything but the first time is the learning experience, you can't go out there and say I want to yield X amount of oz's and get there (unless you only say I want 1oz XD) or do what I did and go in with a ball park of say 3-4oz and prepare for months before you actually set up, I've spent more time reading that I have growing (and more reading while they're growing).
And finally, maybe give more info about your space, dimensions, location in house, etc.
