I'm going to recommend a different method. At such a young age the shock of going outdoors into that heat will kill them for sure. IMO wrapping them in plastic bags is just going to make it worse. You are best getting these little ones rooted and to at least the first set of true leaves before they spend full days in the sun. At the seedling stage they don't need a lot of sunlight, they are still growing off of the nutrients in the seed.Ok, ive made up my mind, i will Plant them later in the 3 Gallon Final pot and put the outdoors on the roof. and as Happyman420 Said will water them throughly to insure no airpockets. and see what happens. Will come back to give Results.
Get the sprouted seeds into the soil as stated above but I would go to a solo cup instead as that is all they need until the third node.
Plant them in the solo cupa and let them go in a bright window for a week, after that put them outdoors in a SHADED area, only 4 hours or so of direct light for a week. Then remove the shade.
I personally do not like the idea of creating a closed environment for seedlings, especially in your heat. Let them breathe, air movement aides in developing strong stalks.
