need help on when to flower my clone

l I have a clone of permafrost that I have tipped and it have started to really become quite the little shrub I am not sure when I should she is in small dresser right now probably have 2.5 feet high and wide using 2 23 w cfl with 1450 lumins and 6700 k it is about 6 inches tall and 7 inches wide please give me some advice picked up 2 40 w soft white cfl for flowering and how much yield should I expect

2 40w cfls should keep yours plant alive dude, but i would not be excepting awesome results :/ my first grow was under 4 23w bulbs, and had 7.8g at all :P
from what u write here urs dresser is not that small at all, easy way to choose amount of light is just following the rule of minimum 100w/plant.
If ur dresser is 2 feet wide and deep for one u need about 10000-12000 lumens for optimal flo, with bulbs close to yours plant as much to not to bunt it :)
Switch ur plant to 12/12 when it seems ready. I meant when it fill up almost all space u wanted for her, depends on strain but usualy arent going much higher in flo.

Expect anywhere between 0 and 100 grams. Is that 46 true watts of fluorescent or is it 46 watt equivalent ? True watts "ie" how much power it draws is what counts. If you want to get sort of decent yield you should have at least 200 true watts of light. Since its CFLs I would put most above but a few on the sides to get light below the canopy since CFL light doesn't penetrate.

Do you have a fan? Ventilation? If you're growing a plant and other people living with you don't know you will need odor control if you succeed at flowering.

I have a small desk fan in there to controlled the temp and I'm not worried about the smell that much and yes it 40 true Watts I have two of those for flowering but for veg I'm using 2 23 w daylight cfl
