MeanWell drivers have a "hiccup" mode. When the driver senses an issue it will "strobe"........ I triggered this blinking effect by trying to run too few, forward volts in a series set up.
Ive also seen that happen when I had an alligator clip on the positive power lead from the driver, trying to test the voltage droop of the circuit, must have caused a short....
Are your strips attached with screws to anything?
The EB series has mounting holes for OPTICS that have caused problems when used as screw holes....
Look at the back of the strips, you can see where the circuits at laid out, the slightly bigger holes were not intended to have conductive materials...
If so it is possible that a screw in the "lens" mounting holes has shorted the strip.....
