OP uncle B rightly so condemns the vile rhetoric of racist types
but he unwittingly used the term "retard" to describe an intellectually disabled person

he went on to say, "it would be like being laughed at by a retard"
this would suggest that a retard has no right to laugh at anyone because they are a retard, excluding said retard

magical bear, does this seem hypocritical to you, or is it really just a slip of the hillbilly tongue ?

TBH, it's probably a good thing because of the negative connotations associated with that word. Idiot, imbecile and moron are/have also been used to describe the degree of MR.
Some people often mislabel other mental conditions as MR, like autism etc. so a proper term to describe the condition is needed.

while i'm not gonna defend my use of the word "retard", that retard has every right to laugh, just like the white supremacists and holocaust deniers have every right to laugh.

it's just that it doesn't mean a damn thing when a holocaust denying white supremacist laughs at you for pointing out what a racist, vile piece of shit they are.

to refer to Irish people, its strange what is allowed and what is not lol

I'm not saying it's a bad thing. I do think we should be sensitive to people that are less fortunate that us. I do think the proper term e.g. autism, cerebral palsy, etc. should be used instead of a blanket term when possible. It's respectful, in my views, to acknowledge those sorts of things as opposed to pretending it doesnt' exist e.g. purposely avoiding glancing at a missing limb.

i used the term nigger when quoting from the above song, "white nigger" was a term used to describe Irish folk in the 1970s 80s
