Never fully watered my pot

I've water my pot (Solo cup) twice since I've planted my germinated seed. The first time I don't think I watered that much and neither the second time. I never watered it enough for water to drain out from the bottom. So even though I watered my seedling yesterday, I was thinking since I didn't full water it I should do it right now. The soil is mostly dry at the top (Probably because I kept feeling it) but beneath it, it's slightly damp. Here are some pics if you guys can see if it needs water or not.
I was planning on just watering it until I see it drip from the bottom and just leave it alone for 2-3 days after that.

You are over thinking it way too much. Just water til you have run off each time you water. Wait a few days til it drys out and repeat. Your plant need to be wet then allowed to dry.

As young as that plant is...I would continue watering the way you are until you transplant it to a larger pot...then go with watering till run-off...over watering at a young age is as bad as over nuting...g/l

hi every ones got ,there own way, what I do when they are that young is concentrate on higher humidity rather then watering, the root structure is very small, I water maybe once a week, maybe a little misting that also helps with encouraging the roots to "search" you cant go wrong with the pot test (how heavy they are) id rather be underwatering then overwatering, remember you can allways add in soil but its harder to take away!!!
