That link doesn't work for me. How many plants are there? What wattages are your lights? What are the fluoro tubes and why do they have plastic covers over them?
What's the reflective material around the room? Looks like some emergency blankets or maybe just mylar that's been folded. Whatever it is, it should be a smooth as possible, if you can't get it smooth, it'll be less reflective than flat white walls, and probably make hotspots in the room.
Got any ventilation in there?
I'm so full of questions today...

Seems like you got a good start. Get rid of those lights or increase the wattage, significantly. You want, optimally, 50W per sq. ft. I use a 400W in a small 2x3 tent. 400W divided by 6sq.ft = 50W per sq.ft.
I read your other post and opening the door once a day may be great for getting rid of stale air, but will do nothing for keeping temps low. Your temps will only be a problem while your lights are on......if your grow room is attached to a/c house. So, if you are in vegging stage and using 24/0, then you will need to have fans going 24/0. If you are using 12/12 and in flowering, then you can shut fans off when lights go out. (I do!)

Oh, BTW, if you are wondering, that is a 6in. duct fan w/ 4in. adapter on top of the tent for passive ventilation, 4in. floor to vent ducting to push cold a/c into tent(that light gets fucking hot), 4in. duct fan for pulling air thru light, and 3 4in. desk fans(Wal-mart) for internal circulation. Then, I have a 20in Lasko fan outside my grow bedroom pushing air in, to circulate the air because the bedroom gets too hot.

You need more light, you have in the order of 12,000 lumens in there, which is enough to light one square foot slightly more than the sun does. Plants need 3000 lumens/sq ft minimum to grow, optimum is around 7-10,000/sq ft. The sun gives 10,000 lumens per sq ft (approx) on a clear day.
The colour temperature of your cfls is more suited to flowering, you want 6500k, daylight bulbs for veg. You may as well get higher wattage while you're at it, you want as much light in there as possible.
The fluoro tubes, on the other hand, are leaning towards the ultra violet spectrum, I'm not sure they'll make much difference, esp. with those covers diffusing the light.
You'll also want some ventilation, plants need to breath, they like a steady stream of fresh air flowing over them as much of the time as is possible, otherwise they'll soon deplete the co2 in your cupboard. Opening the door is not enough, you'll want an extractor fan to remove the stale air, which will bring in fresh air at the same time. Just make sure the intake and exhaust are in different locations and it'll be fine.
And sort out those emergency blankets. If you're gonna use them, get them as flat is is physically possible or the light won't reflect back at the plants, it'll just bounce about around the walls.
