NEW GROWER BUILDING GROWBOX need help!!

I am starting to build a grow box and i have a ton of questions. I want to start growing jackherer from seed. my box will be 28"x17" with a total height of 74" i am an electrician so the wiring will be easy, but i am on a short budget plus this is a begining hobby. im going to be using soil until i can get a hang of it.

1)How many plants can i fit in this space at a time once they are full grown?

2)How many lights will i need, start to finish?

3)How often will i need to water and can i us bottled water?
 
1- in a space like that you can fit 4 i would grow 1-2 plants at most unless you want the space crammed or are doing a small grow.Jack herer is mostly sativa so it will grow tall and wide.
2-You can use just 1 light a hps for that size i would say a 250 or 400 watt if you can keep temps down.If you dont want that the are cfls that range from 13,23,42,75,105,125,150 or 200 watts how many is up to you but imo the hps would do better.
3-As they grow you would have to water them when the soil is dry or you can lift the pot to see if its light the n water.

im currently building a stealth box out of an armoire. i have two intake fans (one to run through a light hood) and one venting cold clean air into the box. i used bathroom exhaust fans from home depot. they are $13 each and move 230 cubic feet per minute. i have one exhast fan (same fan). my logic is that as long as you push enough air in; the exhaust will gain a vacuum effect. thus, only one fan is needed. i have the same sized box as you and run a constant 78 with an ambient temp of 68-75. as far as lighting im running two 150 watt hps bulbs back to back(long ways). i would stear away from cfl and more toward hps. cfls are much cooler but, an hps bulb has a bigger spectrum. soil is up to you. if you go to a nursery they will have all the ingedients; perlite, work casting, peat moss; ect. lets see some pictures. im always looking for new ideas from other peoples work.

I believe what you stated is called passive intake sir. 1 x fan for exhaust will create a slight negative pressure in the cab, drawing air in to replace whats been vented out. for small grow boxes, this works very well. If on a budget, goto hardware store and look for a decent bathroom extraction fan for around $20 and install in top of your cab. good luck.
