OK. It's been a while since I checked in.
A couple of points. First, the use of a dead person's identity is a (pun intended) dead method. It just won't work. Second and more importantly, if you give a false identity to law enforcement you are asking for big trouble. It will put your real identity along with your real hide in jail. Not cool. You can get a legal name change. That's something that only a real investigation will uncover, and even then they may miss it. Again, new identity is probably not the answer. It seems like it, but it isn't.
If I'm understanding your problem; you don't want to hand a cop your ID and have trouble you got into years ago thrown in your face? If that's the problem, that's kind of not too hard. I spent about 45 minutes on the side of the road once talking to a cop. I eventually asked (just as polite as can be) "What's this really about?" He told me that when he ran my ID he came up with _____(at that time 7 year old isolated record) and was wondering if maybe I knew anything about ________, which fit the time of day and area I was in. We chatted for a while, and he told me I may want to get my record expunged. My advice to you then, if you have an arrest record get it expunged. I did, and having been trouble free since that long ago bad idea, have never had to deal with that nonsense again. Arrest records are by and large a state by state thing. If you can't get an expungement (some states won't do it), then move.
On a more general note and probably more useful. You can save yourself so, so much hassle if you deeply understand this point. Privacy is security. That sounds simple. think on it a while and let it sink in. I'll wait. OK, your back. Cool. You can title your vehicles, property and any assets in ways that make your name hard to come across. You can't hide from the FBI if they want you. Any PI will tell you that anybody can be found, if the client is willing to pay enough. Your task is to make finding you more expensive than it's worth. For example. You get into an accident. The other guy's lawyer searches for your assets. Finds nothing. Settles for the insured coverage and doesn't bother suing for your assets. Another example. You are parked on the side of the road. A cop runs your plate, gets your name and priors, you aren't breaking the law but you have in the past so you might be thinking about it.....so he hassles you for an hour. -Alternately- Cop runs the plate, finds a business or trust name and doesn't bother you because you aren't breaking the law.
If your ID has an address that isn't where you actually sleep at night (not strictly legal in every state) it makes it really hard for anybody to bang on your door at 03:00 with or without a warrant. Move across town and forget to file a change of addy with the motor vehicle dep. Ooopsy, must have forgetted.
The advice in my first post is still aplicable. You can just move and no one will know you, particularly the local police. If you play your cards coolly, you can avoid police encounters for years on end.
Best advice for last. If you are having a problem, get help. Save up a little money and make apointments to talk to a couple of professionals. First, a lawyer. Tell him your issues and concearns and ask how to protect against them. A lawyer can help you set up your affairs in such a way that you can hide yourself from public and private scrutiny. Not every lawyer will get it or be the right one to help you. You may need to try a couple. Let them know you want privacy and security and see what they reccomend. The other type of pro you need is a PI. Let a PI know that you want to make your personal information hard to get. They will start by saying you can't keep them from finding you. That's ego talking. Let them know you want it to be really, really expensive for them to find you, and they may get on board. An hour of paid consultation could be worth your life's savings.
Read "So Sue Me", (don't remember the author) & "How to be Invisible" by JJ Luna and any asset protection books you may come across as well as "How to get anything on anyone" (or at least the title is really close to that) It will all help.
