New soil GROW 345W LED bagseed question

Hello all. Been through these forums many times, had a hydro grow, came out great thanks to everyone's advice! Now i'm starting a soil grow.. so here are the stats:
Soil: Seed starter mix (genenric) from Lowes. No nutes as far as I know
Watering: Watering before planting pregerminated seeds last thursday. Watered yesterday with .75 teaspoon/GAL distilled water. ph 6.4..didn't check runoff ph (I know, i'm a noob to soil)
Light: 12 inches above leaves, top of leaves not hot to touch. 345 watt Hydroledgrow led (penetrator, 1W diodes), 75% red, 20% blue, 10% green. P.S. had them under 2 24 watt T5 HO's for germination/ first 2 days.
Temp: under light, 80-82F, ambient air 73-74F.
Fan: Yes, osciliting on low.
Now for my question: Most of the seedlings look fine for 4 days old, but two have drooping leaves. Don't understand soil is just barely moist only been watered twice. Pics attached. Any help appreciated. P.S closet grow but door not fully closed, fresh air goes in. ALSO: do these seedlings look too small for their age? It's due to the fact that your using LED's, LED's suck a big fat one in my opinion... I know people are gonna start talking shit but I think that plant would be even bigger if they were under cfl's. Invest in a hid light

Thanks for the reply. I have grown 10 inch tall plants with this specific light with about 4-5 nodes tho (had to abandon grow)... so I at least know its good for vegging. its 345 actual watts, with a canopy penetration of about 12" with 2000 uMoles PAR radiation.... but because of heat/space limitations I cant go HID right now (although a 600 watt HPS is a beuatiful sight). But what I really wanted to know is about a 1.5" leaf span normal for a 4 day old seedling.

your plants are drooping from you watering to often. their only 4days old and you've watered twice already. seedlings that young doesnt drink that much water. seedlings dont drink that much water man

Ok so i'll hold back on the water until they perk up again... when I watered them the top 2 inches of soil was pretty dry... but thanks for the replys
