new to growing need help

I bought a kit fron cailgrowkits.com and it came with 2 Led bulb 13 watts each. I postes a couple things ob hear and from what I was told td kit was shit. but I bought a TaoTronics TT-GL05 Red Blue Orange 90w 45*3w UFO LED Plant Grow Light 7:1:1 Im wondering if that will be good enough to grow 4 plants using a hydro system? And what does the 7.1.1 mean?
