For a first time Grower, CFLs are fine, but you really need to get that light closer man. With CFLs you want to have it as close to the top of the plant as possible with out it burning your plant. Usually 1-3 inches from the top of the plant; this is because CFL lighting has a very low intensity rating, that means at 10 inches away you have already lost about 75% of the available light that could be getting to your plant. (guestimate but you get the point, closer is better.)
You can tell you don't have the light close enough because the plant is so long, and stretched out.
Go for the Daylight White CFL so that you are getting the proper vegging spectrum of around 6500k (blue spectrum.)
As for the on off times for your lighting, you want to do 18/6 (on/off) for vegging, and 12/12 for flowering.
You also may want to get a higher wattage CFL. I use 5 100w CFL 6500k lights with reflectors.
