It does sound like a rather nasty tactic on their part threatening to rat you out. A few years back when the old CW was up and running I had read about similar things happening with them. They do seem to do their best to get you what you order but if they lose they do tend to play hardball.
Still they did what they were required to do and after that the risk is all yours and not theirs so they rightly do have money coming to them but it is a shame they could not be more diplomatic about it.
My suggestion would be a money order. Im sure they will accept it and that would clear everything up.
Sadly some seedbanks that have high ratings do not seem all that interested in helping someone with either questions or problems. Hemcy is high rated and I wanted to purchase a few things from them a few years back but I had a couple questions. I emailed them and did not get a response. I emailed again and did not get a response. I emailed a third time and after again not getting a response I emailed back saying it was evident that their business is so good that they have no interest in new customers and that I would purchase elsewhere.
The best I ever dealt with was Heavens Stairway and the Cbay auction they ran. I bought many packs of beans and only one did not make it to me and I emailed them asking how normal that was and they apologized and sent another pack that got through to me and didnt ask for a penny. Another time I ordered a pack of beans and not one of them popped and I emailed them not asking for anything but just to tell them what happened and suggest if they had received other, and especially if there were many other similar emails about the beans that maybe they should consider not handling that breeders product or at least not that particular genetics. They again apologized and sent another pack of beans for free.
They never asked any questions about how I tried to pop the beans and then said I may have made some error or something and just sent another pack free of charge. For all they knew the beans popped and I was trying to scam them into maybe getting some free beans but they never questions anything and apologized and sent another pack.
So unfortunately not all seedbanks are created equal.
Now I tend to keep an eye on Greemans seedbank ratings and watch for if some go up or down in the ratings and only deal with the top rated ones that do ship to the U.S.

I am not saying that Greenman is the final and ultimate say on what seedbanks are best but I do tend to think he is in the know and he gives Nirvana a 3 star rating and a number others get a 4 or 4 ½ and at times some seedbanks have earned a 5 star rating so there must be some reason for it. I can’t guess if it is genetics and selection or pricing or fast and successful delivery or customer service or things like pressuring people in situations like has been mentioned in this thread. It may be for a combination of any or all of those things or maybe something completely different but my guess is that there are better places to purchase from.

This is commonly accepted as fact but it is not fact,the US Customs service is under no obligation to generate a letter or notify anybody that any package has been seized,sent to holding pending further inspection or sent back to the shipper,the letters that some people recieve are a pure courtesy bestowed on them,not something that any branch of customs is obligated to do at any time.
You should research this directly by talking in person with a US Customs representative before you post it as fact,the info on the US Customs web site is misleading & does not apply to what customs personal are obligated to vs what they do as a courtsey service in some cases,at their choosing.
