not enough light? help

Right so I'm just growing one bb plant for personal use and to get the sprout going i have been using a 70w cfl warm white and i have been keeping it in a incubator to keep it at the right humidity and temp and so i can control the air flow, but i think the sprout isn't getting enough light cause its streching tall and i have a 200w cfl 2700k bulb ready for once the plant is ready what should i do?

Ps. The plant was put in soil a week ago and it has its first set of leaves at the top and is ruffly 3 inchs tall in the stem

I start with 200w CFL from the beginning. Place the bulb about two inches from the soil line or top leaves and adjust daily or as needed. A. One gallon container lasts me three weeks. At that point I begin hardening off and getting it used to outside temperatures.

Get the light as close to the seedling as possible, couple of inches. If the seedling has stretched so much now that it is or looks like it will lay down on the soil then get something to proper it up with, eg. toothpick, and if possible add more soil around the base of the stem.

Get a couple 5000k or 6500k CFL's for vegging.
