From left to right -
L = Line voltage
o = is left empty
N = Neutral
The next is for the OUTER part of the socket
The last is for your CENTER post of the socket

What gauge wiring are you planning on using?
dont know? I bought 5 of them on ebay. I was going to split a pc power cable use one end for the plug and one for the bulb connector. . Think I might just sell them on. I'll end up blowing myself up hhahaahah

They look to be decent ballasts if you plan on using 250 watt lights. You could get some good coverage stringing a few of them up. The wiring on them is straight forward and they are a nice compact design. You would need wiring to handle up to a 3 amp power draw, so 16 gauge would be plenty enough.

Keep your wire runs short and make sure that all your connections/splices are tight and you will be fine.
my only concern is wich of the bulb cable to I put to the outside of the bulb and wich to the inside

You might want to consider getting a setup that is already wired. Electricity is not something you want to "stumble" through as the end results of getting it wrong can be real bad (burned down house or electrocution).
