No they didn't they had an operation called operation desert fox during clintons second term, they bombed Bagdhad for four days (pressure from the republicans and the war generals) then they established the no fly zones all approved by the UN, that is not a war. I was in the second Bush's Iraq war and that is were I got hit and soon after medically discharged. I have actually stepped foot in Iraq and Afghanistan what about you?

Kuwait use to be iraq until 1961 and Saddam was buddies with Bush so he thought he had the green light to take kuwait but it pissed off iran and the saudis so bush took him out of kuwait.

Clinton had operation desert fox and created the no fly zones in the north and south.
