thats my set up and my sprout

I am using

1, 8 inch, plastic pot with drains
Gardeners Potting Soil (Baked to remove pests)
Filtered, De-chlorinated (24 hour stand out method), Ph'd to 6.5 Tap water
Moisture Meter (reads from dry on surface to wet on bottom)
Soil Temperature 75-80 Deg F
Room Temp 75-77 Deg F
12 inch fan venting out of closet through 6" duct
On a shelf aproximately 4 feet off floor
Light box in Grow room set up of 4, 40 watt Cfls in a row alternating directions hanging 10" above top of sprout (any lower tips burn)

What might I have missed

wait, i found it.. Sry, stoned.. Ok, well, you want the lights a lot closer bud, you ill stunt growth... Like a couple inches away at max..
they are cfls get them like 2 inches at least.

I have lowered the lights some. But I can not go too low because they will burn when set in the pattern they are in, I have seen that before.

put some computer fans to move the air. you have them in a box right? just put a fan on one side, and one on the other side to move the air away from the lights and get them like 2 inches, so they can get as much lumens as possible.

Well I moved em down to 6 inches (no way 1 -2 inches i put the back of my hand there and it kinda burns) 6 inches is all im able to go.

hmmm i cant see why the cfls are burning your plants ,i use cfls and i can touch the bulbs without them burning me ,i have mine about an inch n half away from the plant (sometimes less if they grow b4 i check them again )and they never get burnt unless the plant actualy touches the bulb and even then they dont burn instantly .could you get a pic up of your lights and how they are set up in relation to your plant ,this might help us .

its definatly that there not getting any light ,i cant see what else would be causing the problem at this stage .get the cfls about 2-3 inches from the plant ,trust me they wont burn ,keep a close eye on them to be sure ,but ive never even heard of cfls burning a plant 3 inches from it.

I agree.. It is vital to keep th cfls close to you plants!
