One week seedling fell over

Did it fall over from damping off?
If it's damping off...You will see a discolored "pinched off" section of stem right at ground level. It's a fungal infection. Prop it up...it may survive.

I use a little elemental sulphur (natural anti-fungal) sprinkled at base of seedlings and clones to ward that off. Oh and ventilation, like nx suggested.

Did it fall over from damping off? You should have a light breeze on you're seedling, just enough to make it move a little. Support the seedling with a piece of wire or something and make sure you have a little breeze on it. Upload a picture if possible.
Exhaust fan and 2 oscillating fans. I had to dry off the soil last night because of a hand full of fungi gnats. Should I use Neem oil to kill the fungus and re-wateer?

You are on track to failure ...doing to much to a seedling is certain death

Easy on the watering...isn't that what got you here? Never heard of Neem oil used for damping of...but you could try.
