Give them some time, bugs happen nothing a couple squirts of neem oil or some spinosad won’t take care of.

I had one that was stuck like that for 2-3 weeks, then when it started growing it grew two symmetrical main stems, like it got topped before it even got started

Could be many things but it's not bugs.

Looks like seeds that were harvested early and not fully developed.

Nope,
seeds were all fully developed and popping out of calyxes, little project I did crossing some strains. I did find some larvae on one seed shell, so thats where my..'hypothesis' came from.

Oh my, and here I was thinking seedlings can't take too much light. Thanks so much my man.
I guess sun burnt seedlings, light burn etc def is a myth. <3
you want the light blasting as soon as the shell cracks...
also keeps them really short...
if like you let em pop up out of soil under a flouresant light for a couple days and then put then straight under a 1000mh it might shock them
but if you start the seeds directly under the 1000mh it won't be a problem...

depends if you have a ducted hood or not...
think about it...the sun is going to have more lumens than any light...
you just are worried about heat...
