I would imagine VPD stops being a thing the minute you cut the stalk and the plant dies. There no longer is an uptake of fluid from the plant and the leaves are no longer actively performing their processes as they would be in a living plant. You need to control the environment for sure and temperature and humidity are the keys to a proper cure but unless I'm wrong VPD would only relate to a living plant.
Worry about having some airflow in the drying room and keeping the temps down low enough(65-70) to prevent a really quick dry with humidity up in the 55-60 range and for most home growers you're going to be happy. That's been my experience at least.
