overwatering

My plant has been in the soil for 7 days now. I watered it on the first day and was told not to water as long as the soil is moist as too much water can easily kill a plant. I am surprised that the soil is still moist and I am afraid that my plant won't get enough water since its going on a week now without being watered. Is this normal?

If you know that you have a well blended soil with good drainage, go ahead and give it a little water with a teapoon or squirt gun, something easy to control volume. You want to avoid getting the above ground stems wet until they harden a little. If your soil is still wet because it has poor drainage, don't water and get going on finding better soil for your next transplant.

How big are your pots? If large, they will hold water a long time.

If you don't have a fan set up, add a little gentle air movement as well. Good luck!

What size pot do you have it in, is there perlite added to the soil and what are the temps? It could be normal depending on what setup you have it in.
 
I have organic soil with those little white rocks lol. Also it is in a maxwell coffee container with holes in the bottom. The holes are quite small however. It gets low air from a fan. And 2 23 watt cfls on an 18/6 split

I would punch bigger/more holes. Sounds like you didn't add additional perlite (next time/transplant would be a good idea).
Depending on your cabinet/grow set up and where you live during this time of year your temps may not be above 70 degrees with that lighting. Below 70 it will take a while to dry out the soil in a container that size (assuming it is one of the medium or larger size maxwells?

Hard to say, but with what you have said so far I would take Bugeye's advice and water with small precise amounts, if at all, until the soil dries out more.

There could be so much water that the plant gets root rot and cannot take up the water. Otherwise, the roots will grow to the water and take what they need.

Many people on this forum will be watering more frequently than you because they will start their seeds in much smaller amounts of dirt. You started in a relatively large size container which can hold far more water.
