Your issue is insufficient light.

What wattage of cfls are you using? Actual watts and not equivalent.

Yeah pup, fans are super important. I have a nice 4inch vortex type that I run day and night. In fact I have run that fan for 2+ years without ever shutting it off. I use it to pull hot, spent air through a can filter and my sealed hood and out the top of my tent. I also use a 18inch rotating fan in the tent to keep the plants happy under all that light. I found that guys that don't have good air flow in their grows tend to have problems that they try to fix with nutes, boosters, and all sorts of stuff that is not necessary. Good air flow and sufficient lighting is key to getting a good haul of primo bud. How many watts of HPS are you getting?
