ph fluctuations

when growing in soil, what should the ph of the drain water be?

i have two plants.

when using just tap water(ph of 7.4 after 2 days of evaporation) to water in between nutes, i have 1 plant with ph in basin of 6.2 and another with 6.7

i normally adjust the ph to be 6.5 to 6.8 everytime i water/ with or without nutes

however i have a feeling the soil is too acidic, but how do i know

the one with 6.7 is 2 feet tall after 1 month and overall healthy but a MG deficiency has been around for a week

ive tried 1 teaspoon of epsom in 1 gallon of RO, but problem still persists

the second is like a cancer patient with AIDS

2 weeks older but sickly with dying yellow leaves at the bottom and some newer leaves that are trying to commit suicide

also, the second plant is showing signs of over fertilization along with nutrient deficiency(nitrogen to be exact)

how is that possible? ph imbalance im guesssing

i generally adjust the ph of my water/nute solution to be between 6.5 to 6.8

but im not taking into accout the ph of the soil

this is my main question:

how accurately can you test the ph of the soil, by only testing the runoff water
