PH level for soil medium?

I've heard a lot about PH testing, PH up and down for hydroponic systems, but I havn't heard much about people growing with soil. If I bought a PH testing kit, PH up and down would it work with soil?

Mostly it's used for testing the water you'll add to the soil (plant). But you can test your run off, provided it isn't too discolored.
