How long can I let pH water sit in a bottle? Does the pH change as it sits in the bottle?

The pH sitting in my 32gal reservoir rises and so I check it daily. You can let it sit in the bottle for as long as you want but the pH will likely change. Buy a pH pen and find out, I recommend this one:

Ok thanks. Do u have any recommendations for an EC meter? Are EC meters easy to use?

I wouldn't worry about EC meter yet. Are you in soil or hydro. get pH figured out. Then read, learn, experiment, read and do it again

If you're gonna buy one, I'd recommend Bluelab's Truncheon, as it never needs calibration.
