You don't ph until after you add nutes, right? Regarding aerating to disipate chlorine: 1) you have to know whether your municipality uses chlorine or chloramine. Many (most?) use the later which doesn't aerate out. 2) Water supplies are closed systems. The amount of sanitizer added isn't much. Spitting in your water or adding sugar (anything to spur some bacterial growth) will exhaust that sanitizer. If you grow in dirt, it will probably be exhausted upon hitting the dirt. They don't put enough in the water to sanitize dirty areas.

A simple solution to ease your mind is to get a 55 gallon drum off of craigslist for twenty bucks or just fill five gallon buckets after you water. By the time you have to water again the chlorine is gone and you can just add fertilizer, and then ph and water in.

Yea, that reminds me. Whenever a lot of people would swim in my pool or a dog would jump in I'd have to add chlorine. The chlorine would dissipate rapidly.

U should check with your local water dept and see if they add chlorine or chloramine to the water. If it's chlorine just let it sit out for 24hrs to evaporate. If it's chloramine u will need to run a kdf filter to remove the chloramine. Chloramine will not evaporate.
Water distribution systems are closed and not expected to encounter large amounts of bacteria. As a result, the amount of chlorine/chloramine added to municipal water is small. It will be exhausted quickly by a modestly unsanitary environment. You can add a pinch of sugar to your water, or spit in it. Or, just pour it into your soil where the first inch of dirt will exhaust it.
