pistols browning, black dots inside bud

Outdoors in Virginia, 9 weeks into flower in 15 gallon pot

Seems like there could be multiple issues going on. Issues began after lots of rain, very little sun and pistols began turning brown. I pulled apart the buds turning and saw black dot type things inside some. There are also many fan leaves with white markings and some are browning. Any ideas?

Caterpillar damage, the black dots are it’s shit.
Cut out the damaged parts on the plants.
I spray BT and neem from very early on, up until they start to show tips as a preventative for the fuckers.
There’s a couple of very in depth threads discussing this exact problem.
