Yes, you are wrong, they don't consider all the techniques that growers use to bump up their yield/quality, this includes, but is not limited to, topping, teas, etc.
The plant count is what it is, and it's based on grams per day usage. That's how HC calculates it. On top of that, you are allowed to have a significant amount in storage. This means if you grow more than your allotted "monthly" amount, you can package and store the remainder and discontinue growing for an amount of time, saving you electricity cost's because your yield was larger than expected.
In addition, they consider plants of all types while planted under plant count. This includes sprouts, mom, clones, and flowering plants. They include any plant after harvest under the Storage Limit, meaning you have a significant amount of weight with each harvest until the cannabis has been dried that is applied to your storage count.
There's several ways of looking at this, and is one of the reasons for the reform put in place for our access to medical cannabis. That and the fact that organized crime has found ways of taking advantage of the sick and injured through the form of designated growing and various other loop holes within the system.
This is NOT to say however, that their plans to reform the system to have certain authorized people to mass produce cannabis and distribute it to those who have the cannabis consent form which was proposed by Omnibus C-10 Crime bill which has passed.
