Plant growing VERY slowly

Bro its easier if you just kill that plant, put more seeds in a 100% perlite mix how easy is that, and you can grow a nice seedling in just that with nice roots, dont go adding random soil just 100% perlite itll grow just fine gradually add water to it as it grows not putting to much and not leaving it still thirsty

Good advice, but the media is not even close to the problem here. Only 2 20w cfl's, on the sides, in heat lamp hoods, no fan. The plant is practically dormant. Until OP quits being brick-brained and ups the light, nothing else will help. Like how its hungry, but any nutes will inevitably burn the plant, and completely kill it if there is no added light. None of the plant processes work without light.
If OP had an imagination, then a good analogy is extinguishing the sun and lighting every house (inside and out), sign, and lightpole (all HID's - CFL's are used for food, halogen solely in factories and doubles as a source of heat) with 100 each of these to simulate daylight.

It wouldn't do anything but tell you where the walls are. Your skin wouldn't produce vitamin D. All plants would die. Populations of animals and people limited. Gas skyrockets to $9 a gallon. Even your HID headlights are repossessed. 100 plant mj grows will become 5 plant mj, 95 fruit/vegetable + 4 person Vitamin D stimulator, heavily armed homes constantly being raided. The world would die, and if they had millions of those green eyesores, I'd kill myself anyways. Every day would look like a spooky Halloween night. You're plant is as close to wanting to die as possible OP.
