Looks like caterpillar damage. Cabbage loopers do this type of damage, And when they are young (right now) they are really hard to find, sometimes. The little bastards are green, skinny and blend right in. They like to hide right near where a lower branch meets the stalk in the daytime. At night they move up the stalk and chow down. Bt or spinosad will take care of them.
