no man. for vegging you want at least 23w (1300 lumen) or better 45w (2500 lumen or 85 w (~5000 lumen), 6500k (daylight or cool white CFL (compact fluorescent bulb) per 1 plant ) and 1 x 23w warm white CFL bulb to assist. keep the white one 5 cm from the plant. and 21-26 c is an enough heat. (70-80 F).

i have 1x85w (5200 lumen) (6500 kelvin) CFL bulb for 3 plants and i also have 3x23w (3x1300 lumen) (6500 kelvin ) bulbs.
and i have red spectrum bulb as well. in 18/6 day/night shedule

when you are ready to flower them, switch to 12/12 day/night shedule and use 1x100w warm white 2700k which has nearly 7500 lumen per plant or 2 plants

but if you can afford high bill you should try High pressure sodium bulbs. with its special reflector and balast etc...
HPS bulbs are the best. and u can at least strat with 250w or 400w which have huge lumen.
a HPS set costs nearly 100 $ in my country. OSRAM, PHILIPS sets etc.

CFL bulbs are also fine but not as much as HPS systems

dont forget to buy or order MYLAR reflective tools for your walls.
1 mt. = 5 $ or so in my country. or you need white wall to reflect the light.
dont use nutrient in your first grow if you dont want to take risk. water your plants in the morning when the light come on. and make sure the soil is totaly dry. every 3 days would be quarantied

You need more light. MJ needs a minimum of 3000 lumens per square foot, 5000 lumens and above, recommended. I'm suprised it's even growing, if your lumens are that low.

Yeah man, thats definitely not enough. Im growing 1 plant also on low budget. get out my grow in my signature. But as curseofnoob said, you need lots of lumens, higher watt, cfl's. Go to lowes, they have the daylight bulbs, 6500k, in like a 4 or 5 pack for about $6. Also, get some pictures up so we can see what it looks like and help you out more

even it grow, it needs much more yeah. and you will see the difference.
your plants are maybe streching. be careful. i fell in to that mistake too. and i saw how much they changed after i added good wattages and lumen

and if you have a sativa seed it will grow more difficult than indica ones which means it will need lots of lumen. mj plants absorbs 7000-10000 lumen in summer times from the sun. so just match yours with this : )
according to their genetics, the grow is changing. so i advise you to get specific feminished seeds. thus you could know the characteristics.
