I don't know what scale your grow is, or if your wind is an infrequent random thing and you're looking for a temporary fix, or a regular part of your weather patterns and you're looking for a solution?
I'm in OR not in CA, but I am in a micro-climate with "wind events". Mostly ours come fall and winter, so they can take almost finished plants heavy with buds, and minimally knock them over, if they really get going they'll break them or uproot them. Last year was my first season living at this property, my first time growing outside, and my first time growing alongside the Gorge. I learned a few things.
This year everything will be different. Of the six I can have, I'm growing four in pots to keep them smaller. Two I'm digging holes and dropping the pots into the holes to keep them low, and I'm going to have sturdy PVC hoop houses over them from late-September on. Our falls are totally unpredictable weather-wise. So I'm going to be prepared to finish two others in the garage under HPS if we're having an especially cold/wet/windy fall. The last two will go in the ground and hope for the best.
