PLEASE HELP Leaves curling and brown tips seedling

Could someone please help me?
I am growing in homebase multipurpose compost. By seedling is about 19 days old and I have been adding no nutes, just rain water.
I have had a fan blowing directly on it from a distance. I am using 2 30w cfls. Temps should be around 21-26.
Do you think it is the high nutes in the soil doing this? as I did have twisting leaves a week ago and 2-3 yellow spots on the first leaves.
Those white spots are just droplets of water after my neem oil spray.

Yeah man that's the start of nute burn, are you sure of your temps? The leafs closing up like that also suggests heat stress

Also that ceramic pot will wick the water away from the roots

I have a fan blowing from the distance so I am pretty sure temp is not a prob.
