Please help me diagnose possible problem

Background info:

x9 Hindu Kush+Skunk
x3 Headband Diesel

- 600hps w/ Cool Sun enclosed reflector w/ 4" ventilation. Glass is ~18" above canopy. Running 12/12.
- temperature above canopy 78 degrees F and ~50% humidity. Oscillating fan blowing above canopy 24 hours.
- each girl in 2.5 gallon containers with 3 part Sunshine Mix #4 / 1 part perlite.
- average height 2~2.5 feet.
- grow area 5x4x7 feet w/ 440cfm fan pulling air out and 8" passive intake.

I'm seeing signs of what I thought at first were a spider mite problem but now do not believe it to be a bug problem...well at least not a spider mite problem and not a nutrient burn problem. I'm seeing damage among a 'few' leaves which at first looks like the tell tale signs of spider mite presence but the white spot will actually start to 'tear/rip' into holes. The girls came from my veg area which consists of a total 368watts CFLs. The girls vegged for approx. 4 weeks and then were moved into flower chamber 9 days ago from today. I did some searching here in RIU and though I have not seen anyone else report the same issue I'm thinking it is perhaps either light burn from Neem Oil spray application (due to spider mites in my veg area) or maybe too much transpiration as the fans are blowing above and on the canopy 24 hours?? Also, the affected leaves are not even the top canopy leaves but amongst the middle and upper leaves. Currently only a few are affected. The second and last picture shows leave fringes and extreme ridges which might be a clue (this is happening on all top canopy leaves).

I'm not really sure but I hope I can get some feedback from RIU. Tanks again in advance Braddahz and Sistahz.

Its neem oil burn. Thats why its predominantly in your canopy.

Forget the neem stuff and just keep a "Hot Shot No Pest Strip" in your grow areas.
I was INFESTED with the bastards, and have NEVER HAD ANOTHER ONE SINCE !!!!

I like that hot shot stuff I use a spray"not on the plants" I used it around the house and had very few bugs in the house this year. Well untill the last 3 days. I have black widows every where. One spray with the hotshot and and they die fast.
