Pollen sac or normal?

Am on my 3rd week of flowering and I've noticed these little balls that have orange pistils coming out. When I opened one of the balls there seemed to be a undeveloped seed..here's a picture of what it looks like..

so its normal even if the bud is already formed and its right under it...?

yea buddy that is a girl, instead of an orange hair you will see a yellow banana looking thing in the place of the hair, those are pollen sacks
