what is the diff between
KWH Charge and Power Cost Recovery Fact? they were both pricey and i don't understand....

1000 watts is a kilowatt

1 KWH (Kilowatt hour) : The time it takes per hour for your wattage to reach 1000 and also the standard unit for pricing.

My plants are currently vegging under 90w of CFL.

90w = .09(kwh) meaning every 11ish hours I use 1 KWH
