add some type of soap to the mix as a surfacant/wetting agent for longevity. the perfume of the soap also helps to deter pests/insects.
chicken wire cages for animals is the only way! cant preach this enough , ive tried all the animals sprays and bells and sticks, fishing line, just about all of it and the only thing that really works for me is making cages around every plant. mine are 2' tall and 1.5' in diameter, plant your plant then with the cage already in a solid round shape work it into the ground around your plant. then pack the soil around it tightly leaving sort of a circular trench around the outside of the cage. close the top
once the plant has reach the top open it up and let the plant grow out, by this time animals will be familiar with its presence and the other native vegetation should be nice and lush for them to chomp on. in my experiences deer only eat pot when there is nothing else around , and they have been hungry all winter so they try to eat the first green thing they see!
p.s as far as when to apply the spray, at night is best so that it gets a chance to get a good soak. also after a heavy rainfall is usually necesary, my spray is soap/garlic and i can smell if its still on the plant, also just dab your tongue on a leaf and you'll be able to taste it.
