Prospective grow plan

Hi, there. I am still a bit of a Newby to the indoor growing but I have done extensive research, however I have a few questions I'd love to get some opinions on from people more experienced. So I will be growing either in a 5x5 or 2x4 closet. I plan on starting the white widows in party cups with seed starter mix nothing with nutrients. I have a carbon filter and an exhaust and 2 oscillating fans now for the questions. 1. Can I start the seedlings once sprouted under 1200 watt up high to ensure no heat burn?.....2. can I use both 1200 watt LEDs in either of those spaces?.....3 how many plants in 5 gallon buckets? I was thinking ? 4. Will standard hardware store organic soil and perlite be ok for a medium? And I will sprinkle 10 10 10 fertilizer once the plants hardy enough. 5. I'm as far not money wise as I can go, so I don't have an intake fan only oscillating and an exhaust, will that be okay? Thanks guys appreciate your knowledge

I think 1200 watt lamp will burn your seedlings, maybe a 600 or 900 watt is better for them, and it's cost-effective too

Start them under a smaller fluorescent light. I wouldnt buy any soil from hardware stores go to your local hydroponics shop.. Trust me, they can answer ALL your questions these dudes love to talk LOL

As for everything else space, light, etc thats all you... You can best answer your own questions, we cant see your space. You can. Experience, practice trial error every growers different as well as environments
 
Thanks for the response, I have used organic pro mix and perlite with good success before so il try again. Can't go to a hydro store (3 hours away). I may try the led very far away I have heard of people with m.h doing that. That being said if I can scrape a bit of money together, how many CFL spiral bulbs at what size for about 10ish plants? After the first few weeks I'd introduce the led light
