You can def set up four one over top of each and one on either side, you wanna distribute the light evenly

u could germ and grow 2 babies for a few wks with that bulb i use a single 23w 6500k bulb over 10 clones till about 6in tall 2 young plants should be fine but u will definately have to step it up in he near future once they hit 6- 8 in. more watts the better for flower

I'd say you need 4 bulbs for each plant, 1 on top 3 on the sides. You can just go buy a small 10" desktop fan for 20 bucks and that'll work for cfl's, it's what i use.
