Havent been to this forum in a while.. though id ask some of you more experienced folk some questions. I started the grow in november outdoors inland empire,CA. threw some skunk 1? seeds in the ground and to my surprise sprouted they are very little still here 3 months later(on fourth set of leaves). i was wondering if/when they will start to bud since they are getting winter time light. anyone with experience/or just want to comment on this please help!

Since they are seed plants they will take longer to be induced to flower. I put some plants in the ground on Nov. 15th, and just harvested them. However, they were clones that were vegged indoors for a couple of months, and then put outside. Once out there in the long November nights, they are induced to flower immediately. Your seed plants need to mature some, and they will be induced. I would think that by now they would be showing some signs of flower though.
