Questions about lighting for a first time grower

So i have a few questions about how i should do my lighting, i plan on having a vegetation room and a flowering room, both using the least amount of electricity as possible, for security purposes.

I am trying to figure out if i should use fluorescent for my flowering room or my veg room and or CFL's for my flowering room. I think i will use fluorescent in my veg room though.

im using cfls and there good for veg and flower but hids are better but more$$

my vote would be flouro tubes for veg w/ a 25o or 4oo hps for flower. cheap and effeceint

CFLs rock out in veg (they can even keep up with a MH) but i suggest a 400 or 600 watt HPS

yes floros are amazing good heat and electricity consumpution and you can find one for aany budget

I agree, Floro for veg HID for flower

Floro tubes are more efficient, than CFL bulbs, but they are basically the same thing, best for veg

my setup is

veg: 4ft 4bulb t5 up top (htgsupply.com was the cheapest i found personally) then clip lights with 2700k and 6500k cfls surrounding. I am a firm believer in fluorescents for grow. nodes are closer together, low heat, low electricity, light is evenly spread throughout the grow area.

flower: currently i have 4x4 tent with 400w hps and 2 bathroom light strip fixtures 4 bulbs a piece for the side lighting. later i want to take the cfls out and add a 400w mh up top with the hps but money is always an issue and cfls fill in the blanks till i can afford something better.

hmm so were can i find a nice hid light system for them, i would want to get a hps 600w but dont u think that would be like a red flag on electricity bill.
