quick question ?? on seed germination

I am growing under CFLs in a hydro-aero rubbermaid setup, not a drip, with 1.5 rockwool cubes in pellets. I'm confused as to how and when I transfer the critters into the rockwool.

I am germinating seeds and they have started to crack open. When do I put them into the rockwool and how do I water them and keep them alive to begin rooting.

Do I add rooting solution to the water? Do I water the rockwool from the top or let the water do the job from underneath and trust the roots to seek out the water?

Not sure on this and would greatly appreciate a sticky from someone that has done this several times. I'm using bag seed this first time, to keep losses to a minimum. I have set up two identical set-ups, one as a control and one to get a bit loose with.

Thanks for your input.

NO NUTRIENTS what soever they got all they need in the seed already

let the tap root get like half and inch long and then transfer it to the rock wool with the root going straight down
