quick question

when do i consider it Flowering? when i place it under 12/12 or when the buds come out? lol.

When ya move it to 12/12 it is now in the flowering cycle

It depends, if a plant in not mature when you begin the flowering light cycle it will not go right into flowering, first it needs to force mature itself before it enters flowering., so in that case its when you see first see flowers. If its mature its the start of 12/12 you go by.
