quick questions about Ballast wattage and bulbs

I have this idea of putting 2 "400 watt Ceramic Metal Hallide" bulbs into 1 "1000 watt ballast." This means that there is a difference of 200 watts still available from the ballast even though the lightbulbs only consume 800 watts total.

is this ok to do? Will it fry my bulbs and/or ballast?

Try and find out. That's about your best bet. Why not just get a 1kw?

unless you want to risk your ballast i wouldnt try it
