Reptile light for growing?

I am currently using a 14w florescent light 18/6. I just got a 5.0UVB Reptisun tropical light, it is self Ballasted compact fluorescent UVB lamp for all reptile types, I bought it for my bearded dragons. It says on the back of the box Caution, Lamp emits ultra violet radiation intended for reptile use only. It provides UBV and UVA and visible light. I am only using it to start my plant for the 1st few weeks, then is going to be planted outside into the ground. Is this lamp going to be better than my current fluorescent 14w light, if so, how should it go #/#?
please help me, thanks!!!

all that I have is a fluorescent 14w light, and a 5.0 UBV reptile light. I do not have cfls. I just wanted to know what light will be better to use. From day 5-30

ok I have 1 of those lights, can it go into any normal 60watt 120v lamp? like the thing that it screws into? or does it have to be a special one
