Rudy made a Tweet a few days ago where he did not put a space after the period at the end of the sentence while the next sentence began with the word "in". That resulted in Twitter's software identifying it as a link and creating a hyperlink to:
G-20.in
Some wiseacre clicked the link and saw it was available on the India domain (.in is India, ya see). He bought the domain and placed a message about Donald Trump being treasonous.
Rudy didn't notice this for a few day while thousands of others did. He finally figured it out when it made the news.
So today he accused Twitter of intentionally editting his Tweet to allow others to pervert his message. As evidence he showed how he skipped another space after a period later and Twitter did not make a link of it. The "typo" read Helsinki.Either.
This is one of Trump's brain trust of lawyers.
