Running a set-up from 1 socket

Yes you probably can. I run 2x600w HPS and a pump off one socket with surge protector.

Depends on what else is running in the room and the amp of your main relay.

Volts x Amps = Watts. Most outlet circuits are 15A, where I live at least. That gives you a max of 1650 watts that can be supplied at 110V. To avoid constantly popping your breaker, don't go above 80% load, so 1320 watts max on the whole circuit.

main fuse is 32 amp i think. running a couple 100 watt lights on other socket at opposid side of room

Trace the line back to the circuit breaker or fuse, it will have a rating in amps. Take 80% of that number as your maximum amps. Add all equipment amps together and it has to be below your 80% target. If you have the watts of an appliance but not the amps divide watts by 230 volts to get amps.

your fine, if you were running a tv, stereo, etc on the same circuit (same room) then it would be a different story.

right so the following should be fine running with ONE socket -
1 x 600w ballast
2 x intake fans
2 x small pumps
poss 1 air pump + 1 x 200 w heater
2 x 100w lights for the lizards

Really need to know cause not wanting to trip the circut or burn the place down

if your main fuse is32 amps (you may want to double check this as it seems high. Most rooms are around 15amps) you are good to go. you will be cutting it close on a 15 amp circuit (guessing your fans are 6" at high guess)

Right now im running 2x400 watt lights. 1 4" inch inline fan 1" six inch inline fan. 1 cheap 6" duct booster fan. 1 pistion type air pump. 2 cheap walmart air pumps and 6 27watt cfls along with 2 fish water pumps. Some how i don't blow circits from one outlet.

I have 20 amp circit breakers in all rooms period. i was thinking about upping my 400watt to a 600 watt just to do a experament.

They are so you can run two grows off one ballast. I guess they are only good for flower, because when one is on, the other is off. They run off a timer, and when triggered, the relay stops power from going to one ballast, and then switches it over to the other ballast.

Sorry I took so long to reply, I was out backpacking since the 28th.

If this was posted already, apologies, but I didn't see it put forth very succinctly.

Most houses have 15 amp circuits (some might be 20). You can get a 30-40 amp breaker which actually is two breakers in one (will take up two slots in your box), and basically is just combining two circuits into one. As mentioned, try to shoot for no more than 80% use of the circuit. If it's not a dedicated circuit to that room, then you need to figure out exactly what outlets are on that breaker (shut the breaker off and test each outlet), then add up the draw (in volts) for each thing being run on the circuit. Kill-a-watt meters are handy for this because oftentimes the listed watts on a package do not exactly jive with what is being drawn by the device.
