It could be your humidity that is keeping them from growing I had a problem with humidity for awhile so I used plastic bag or cup and put a few air holes in it and sprayed the inside of the bag/cup with water and use that as a humidity dome don’t do to much but it should help them grow it did for me at least.

Have you tried a bag or cup and spray mist into the inside of that then place it around the plant also make sure light can get thru
